The Center on Budget and Policy Priorities reports that careful scrutiny of the Bush Administration's waiver policy reveals that it fails to provide immediate Medicaid coverage to low-income Katrina survivors and to ensure full federal funding for states (and health care providers) in providing health care services to these people.
